I can only think it's a further punishment for the wellness fail. Keeping him off Summerslam denies him a big paycheck and (because Orton's a top guy) they're doing as much as they can to make sure he doesn't fail the fatal 3rd time? Either that, or, like you say, it's creative having nothing for him.
Perhaps their thought process is that Orton being rushed into a feud with Bryan with only 3 weeks build would be a waste? At this point it's surely a matter of time but they could be saving it for grander pastures (i.e. Wrestlemania). I hope they start the feud as soon as Summerslam is done and give them at least a trilogy of PPV matches. Christ knows the September/October months can be slow in WWE, with endless John Cena title rematches so a good long feud between Orton and Bryan through all that would do just nicely!

I think getting a WWE movie role for the next 12 Rounds film is a punishment for him haha.
I don't agree with punishing him further. He got punished, served 60 days and now that he's back they should use him. It's stupid not to.
Plus Orton vs. Bryan would be way better than Orton vs. Kane.
